This week marked the Legislature’s house of origin cutoff, the deadline for House bills passing the House and Senate bills passing the Senate. It’s one of a series of procedural deadlines that cull the herd of ideas aspiring to be laws. Think of the sad little cartoon bills that don’t make it in Schoolhouse Rock’s “I’m Just A Bill.”1
