The broad debate over housing policy this year is highlighting the tension between the state and local governments. Lawmakers from both sides want to rewrite the rulebook on everything from homeowners associations to parking lots. It’s a complex tug-of-war over who can draw up the blueprints for communities, sometimes pitting cities against the lawmakers representing them.

We should note that the crux of any grand bargain on housing is likely to be a giant pile of money for affordable housing. The exact size and nature of that pile are still TBD, but here’s a look at some of the other housing policies after last week’s policy cutoff deadline.
